Looks like a repro of a Navy Seal "Float Coat."
Alot of guys had in country made vests and such, but typical line guys had them made from canvas tent shelter halfs and lacked upper pockets on the back. Most had alot of pouches for mags and maybe some small gear if desired.
The only vests I've seen with pockets like yours are seal coats I believe meant to hold some gear as well as a special life preserver meant for swimmers for their insertions
