The dude bought it and took it back to Seattle to display it, but he died before he could see his plan carried out, and now the statue is held in trust (by the city or the state I guess), and in theory anyone can just buy it.

No, thermite has a hard time melting metal in reality, because keeping it in ine space is hard. Since it becomes liquid. And the metal you're trying to melt is a very good heat conductor, so it pulls heat away from the point of contact so fast it doesn't melt through very well.
There's a bunch of equations you can find in old military manuals about proper standoff of thermite for a given substance.

Honestly, the most important factor in deciding what to do is the people who put it there. If it's the city then they'll likely have no problem wasting tax dollars to ressirect it, so subtlety is likely the best course of action. Take an angle grinder/belt sander to the face and grind it smooth, bring the plaque home and re-dedicate it to dead homeless people or something, etc.
