I own a small company and I fulfill military contracts/government contracts. I manage to get a few a year. Mostly accessory orders or shelf-stable food. Use my contacts in the retail and wholesale industry. Still amazes me how shit like this happens after the crackdown that was done after the AEY/War Dogs fiasco.

1. Yes, though sometimes I just buy retail. Quite a few times I've purchased from Amazon and then sold to a government agency for 2-3x. Businesses and agencies do things different when it comes to suppliers generally. It's just like the company I work for, we sell many of the same office supplies in our own store but we have to get our actual supplies through Staples. There are accounts and such already setup. Basically the government wants a guarantee of the product being there, whereas they would rather not be involved in the fulfillment process. That's where they contract out and pay premiums. 2. Wholesalers tend to stick to wholesales. It's easier to maintain one set of accounts and billing practices than to have both wholesale and retail, though a lot of people do that too. And many of these contracts are so small that's it's not worth their time to go through the bid process when they have guaranteed orders, and many companies probably don't even realize the opportunities are available. 3. Many of the companies submitting bids are actually smaller businesses. Government encourages small businesses, veteran owned businesses, women owned businesses, minority owned, etc to participate and will lean towards rewarding contracts to these entities to promote growth. So even if Company A with big dick can supply the product, little Company Z owned by disabled veteran Tyrone Biggums and his wife could very well get preference.
In my case, I keep costs low by being a one-man operation. I have an old Uhaul truck, I have used equipment, my "warehouse" is an old 53' trailer, etc. I also buy on credit and then pay it off before the interest kicks in, or in some times it's still profitable to pay interest for a month or two while waiting for payout. I'm not open to the public, I have no formal office, I have no employees unless I pay some mexicans cash or subcontract (which is easy to do tax wise), I keep expenses low so I can bid low and still profit

I had already sold on eBay for ~7 years when I started, so it was easy for me. If you go back further in time, I used to go to yard sales and flea markets for stuff to resell on eBay. I still do that some, but more have moved towards buying wholesale and from government surplus auctions and buying on Gunbroker and reselling on eBay (gun parts is one of my big categories now). And I have retail management experience, so the customer pleasing part comes pretty natural. Growth is where it needs to be right now as I still have a full-time job that takes up most my time. Too expensive to maintain health insurance to quit my job, plus I get a ton of benefits like 401K match that's hard to beat. Eventual goal is to retire and then just have the business fulltime for fun, but currently the income allows me to buy funs but also investments for the future so I can return in 15-20 years (by 50) instead of 60-65 like a lot of people.
There are so many opportunities out there for wealth creation that most people don't know about. The next step for my business has been getting involved in international export/import. That's a growing business plus logistics services are 100x better than they were 10 years ago, much cheaper now. If it wasn't for ITAR I'd be making a killing right now as developing nations are foaming at the mouth for defense options, but it's too costly of a game to get into legally. However, I have had success exporting computer components into West Africa. Buy servers from government surplus auctions, refurbish them with new drives, sell them onwards to developing businesses creating wifi cafes, server farms, cell networks, crypto mining, etc.

Under six figures. I try to get the ones under five figures, just because most people don't want to deal with them because "it's not enough money" but it's plenty for me. Profit margin is wide ranging depending on what's going on but generally if I can't make a minimum of $20-25 an hour (how long everything takes including transport) with the profit received, I avoid it.
Sell anything I can get my grubby hands, but if I had any Ris II's, I'd only sell them for $80 over retail to undercut everyone else. I always consider quick profit > more money because time is money too. Generally if I haven't sold it within six months it gets put into a wholesale lot and sold to someone else.
