Prototype was built, but articulating arm-turrets never caught on even though a few countries thought they would be good for guns and ATGMs.

The Canards probably wouldn't be used for pitch control, instead their deflection angle would be set according to angle of attack, used both to regulate stability and as a vortex generator to improve the lift over the wing.
This is how the delta canards usually work (ie: rafale, eurofighter, possibly J-20)
The problem is that those kinds of diverterless intakes are a massive pain in the ass, they still haven't really figured them out yet.
On top of that they are on the top of the aircraft, so they also have to deal with flow seperation at high AOA.
And then on top of that (!) They have to deal with potential turbulent flow coming from the Canards, if they are generating a vortex.
It looks like something that's maybe possible, but definately not worth the massive pain in the ass.
