Most 4th generation packages in US Air Warfare doctrine require significant amounts of other assets to perform their jobs, namely; jamming aircraft, tankers, awacs, CAP, SEAD/DEAD, etc. The F-35 can actually perform most missions on its own as demonstrated in Red Flag exercises.

a strike eagle loaded out for a strike mission can only jettison its bombs and run away in the event it gets engaged in the air, it relies heavily upon dedicated CAP and SEAD flights to clear the airspace for it

an F-35 doesn't have to, it can just engage using the available missiles, a flight of four F-35's in stealthy strike configuration means 16 SDBs for ground attack and 8 AMRAAMs available for counter-air, if you feel like that's not enough you can just send another flight of F-35s at the same time for double the armament vs the expected threat

The F-22 would eat an F-35 alive. That said the F-35 is a multirole that's much better against ground targets.

Don't forget the external pylons. Yes, you're less stealthy but you and load them up with cruise missiles and HARMs and fire them all off early then move in under stealth.

F-35 has a better radar, IRST capability, and 15 years of stealth development over the F-22. Allegedly has a smaller RCS from the front, likely due to the DSI and other small changes that are over my head.

F-35s are currently better equipped to handle fights against other 5th gens.

As much as I love the F-22 it seems to be the case that F-35 is actually more of a threat due to it's superior sensors. I'd love to see the F-22 upgraded with the F-35s EOTS.

the only penalties are in weight and center of gravity shift, no drag or RCS penalties for carrying stores externally

Now that the Chinese and Russians are putting out their own stealth fighters, I think that should warrant upgrading the F22 and putting them back in into full production. They put too much work into that plane to just sideline it.
