I work as a low-light laser therapy researcher. I can't comment on the MK Ultra stuff (beyond the scope of what I do, and a different spectrum) but I can help out a bit here and there.

NO is generally a vasodilator, which theoretically does counter the NF-kB. However, as while at low energy "dosages" (fluence) the NO displacement seems to be beneficial and increase oxygenation to the tissue/mitochondria (leading to increased ATP, along with a change in Cytochrome C oxidase subunit Cu(beta)-alpha(3)), at higher dosages of energy there seems to be an increase in reactive oxygen species.

This seems to trigger the Akt/GSK3beta pathway signal, which is an apoptotic signal that induces cell death.

Do you mean modulation in respect to the effect of electromagnetic radiation, or do you mean modulation with regards to the concentration of reactive oxygen species? Because I believe I've seen a study where prolonged ROS/radicals will lead to a boost in things like SOD, but they can really only keep up for so long before they are overcome by ROS. I can't recall which, unfortunately, but I'll keep an eye out for it.
