If a disaster is so widespread and dangerous that the rich have to hide in a bunker for a year or more, then I'm not sure it's worth it at that point.
If it's dangerous, but not widespread, they could just leave the region.
If it's widespread but not particularly dangerous, the stress of living in a bunker isn't worth it.
If it's both, but survivable, I would feel it's better to adjust to the new norm as the collapse unfolds, as that would be more gradual.
If it's both, and not survivable, just an hero.
The money these bunkers cost, would be better spent on books, resources, and equipment that will be useful after a collapse. It's no use emerging from the vault to realise you don't know how to farm, and even if you did, you don't even have a hoe or spade.
