Shut up, 9mm has about as much energy as a punch from a trained athlete the idea is that since it doesn't penetrate, it dissipates that force over a larger area of the helmet. Assuming the bullet doesn't glance off, and deflect while retaining energy, a direct hit would be like a trained fighter punching you in the helmet. It won't snap your neck, but you'll definitely feel it. The helmet is purposefully curved, and a glancing shot will transfer much less energy.

That force will be transferred into the immediate impact area as concussive shock
Concussive shock will do one of 3 things
1. Move the object shocked - we already stated that would not happen in a meaningful way.
2. Deformation or penetration of the object - this takes the majority of the force in a non penetration but there is a notable extra that is the danger
3. Concussive blowthrough - the impact will have a secondary effect within the helm - especially in a non deforming non penetration.
In a similar manner to the fact you can hear sound through something solid the impact is essentially a singular vibration and will carry through a solid.
If the helm is allowed to deform it will absorb more force but then you risk direct trauma from the deformation making contact, if not then local shock trauma will result from the concussive blowthrough which will is enough to concuss most people and depending on how flush the strike is can result in skull fracturing below the helmet.
