defeating a system is not a binary condition. By allowing russia to get data on the s 400s interactions with the f-35. they could expand the range in which the f-35 had no chance. its not can the s 400 detect the 35. its at what range it can.

Israel doesn't have enough clout to stop an F-35 program member, and a NATO member besides, from receiving F-35s. Turkey and Israel aren't considering fighting, and neither could substantially reach the other if they tried.
This is entirely about Russia and the potential they could gain substantial information on the nature of the F-35's stealth. This is going to happen eventually, but by then, we'll hopefully have better platforms, and have gotten good use out of it.

Constant military conflict and land disputes primarily, Turkey's veto secondarily.
Even a frozen conflict can make NATO members nervous and prevent accession. See: Georgia and Ukraine. Nobody wants Article V to be invoked every other day.
