One of the areas where the Islamic Republic of Iran differed from Syria was Iran's Islamist foreign policy in the periphery of the Islamic world.

Iran pursued an Islamist foreign policy and supported Bosnian Muslims in the Bosnian war by sending them weapons and IRGC (Islamic revolutionary guards corps) support against Serbs. Iranian IRGC generals and Hezbollah said they worked in Bosnia to help train and support Bosnian Muslim fighters. The Iranian IRGC officers in Bosnia said they saw Al-Qaeda fighters also helping Bosnian Muslims alongside themselves. Iranian pilgrims also traditionally cursed both America and the Soviet Union during hajj pilgrimages and Iran skirmished with Soviet forces in the Afghan war, shooting down a Soviet helicopter and supported Shiite mujahideen there. Turkey and Saudi Arabia also sent support.

Syria on the other hand pursued a secular foriegn policy and condemned the international intervention and Islamist intervention against Yugoslavia (Serbs) and President Al-Assad expressed solidarity with Serbia saying both of their countries were attacked by the same enemies (the west and Islamists).

Saddam Hussein also condemned the intervention against Yugoslavia and Serbs (he was a dick for other reason though). Saddam went even further and had a secret military alliance with the Serbs. Saddam hated pan-Islamist solidarity and hated Pakistan, allied Iraq with Hindus in India against Pakistan and supported Communist Balochis against Pakistan. Saddam condemned Pakistan's nuclear tests. Saddam addressed Chechens during the Moscow theater attack and told them Americans and Israel were the enemies of Muslims and Arabs while Saddam said that the Soviet Union, Russia, India and China were friends of Muslims and Arabs (Saddam would probably have wanted to curse Pakistan and Iran along with Israel and America too but it wasn't relevant there). Saddam said it was wrong to attack Russia.

Muammar Gaddafi also condemned the intervention against Yugoslavia and Serbs.

This difference in Syria and Iran's foreign policies can be seen today still.

Syria expresses support for Myanmar aka Burma when the Rohingya comitted attacks and Myanmar launched military operations against the Rohingya, the Syrian UN ambassador voted against pro-Rohingya resolutions which condemned Myanmar and the Syrian Grand Mufti in a TV interview defended Myanmar's handling of the crisis, pointing out non-Rohingya Muslim citizens in Myanmar have Mosques in Myanmar's major cities like Yangon and the non-Rohingya Muslims live there in peace, and the Syrian Grand Mufti said there is big propaganda being spread against the Myanmar government.

Syria follows China and Russia's stance on Myanmar and the Rohingya.

Iran vocally condemned Myanmar over the Rohingya issue and expressed pan-Islamic solidarity with Rohingya but there is no Iranian IRGC support now to Rohingya groups because Russia and China will not tolerate the presence of a Rohingya mujahideen terrorist force in Arakan state and the chief Rohingya groups are linked to anti-Shiite radicals.

Iran supported the Islamic Renaissance Party in Tajikistan while Russia supports the fiercely anti-Islamist President Rahmon who banned the Islamic Renaissance party.

Syria and Al-Assad celebrated the overthrow of the Muslim Brotherhood in Egypt while Iran condemned the military coup against the Muslim Brotherhood.

Another interesting information is that China had strong ties with the Shah of Iran Mohammed Reza Pahlavi. The Shah helped China establish diplomatic relations with the west and America since Iran and SAVAK already opened relations with China. This was when China had no diplomatic relations with Israel and Saudi Arabia before the 1990s.

The Chinese Premeir Hua Guofeng was the last govenrment head to visit the Shah in the midst of the Islamic revolution and expressed his support for the Shah when all other countries including America cut ties with the Shah. This was only a few weeks before the Shah fled and Khomeini took over.

The Shah's son was interviewed on Chinese state television a few years ago.

Shah Mohammed Reza Pahlavi frequently attacked Gulf Arabs in private, insulting Saudis and he seized the disputed Tunb islands from the UAE. Shah Pahlavi also said Jews controlled the western media and attacked, cursed and insulted the American CIA and Britain in private.
