This is correct. Objects containing more than 1/4 oz of high explosive are considered DD's.
You could make one, it's just that nobody bothers to do so because it's an absurd amount of hassle. Not only is there the $200 tax, but also very strict storage requirements for explosives.
And you need to have an explosives magazine that meets ATF standards and is inspected every week. So, there's that.

Yes, you have to do it a few miles away from any utilities such as water, electrical wires, or gas. You also have to have a fire marshal present to make sure you dont start a fire. And a sheriff present to sign off that you safely fired it.

this, it's been done. the big idea when you form one something like this is you use a binary explosive filler (that remains unmixed until use) so you can completely bypass the explosives magazine / storage requirements
