ATRs were effective a fair way into WW2 retard, and the technology that replaced them wasn't even properly understood until the late 30's.
They were a perfectly reasonable measure for their time.

Even when tank armour got to thick for them to be of any use, they were still effective against half tracks, armoured scout vehicles, any other vehicles and buildings/positions.

And even on proper tanks they could damage treads and wheels.
