Seems like it's more an issue of age than an inherent design flaw or defect. The article pretty much says they only grounded the ones that didn't get the service extension upgrades yet.

C-130 frame has been a reliable work horse for decades and and possibly someday even a century. Plus the advancements being made with the J-models cements this longevity. It would be more expensive and time consuming do replace the current fleet with something newer, and unnecessary with something that doesn’t really need to be replaced.

All planes start cracking from the instant they first take to the air. There is no way to stop this happening but there is an entire to field of engineering dedicated to calculating how quickly these cracks appear and grow over the course of an airframes life.
The fact that a bunch of old C130s have been grounded due to atypical cracking is therefore not especially significant. Presumably those airframes have experienced conditions that accelerated crack growth, such as extremely hot or cold weather or even just higher than expected levels of usage over the course of their service life.
