The MiG-21 burns a lot of fuel and has short legs. It's also way bigger than a regular drone, meaning it gets picked up easier on sensors. And the airframes still in inventory are all beat to shit.

Realistically there are probably a dozen different reasons that they'd never leave the runway, including Russias ability to actually keep that many aircraft operational.

The need for pilots could be mitigated by having them function in swarms controlled by a single pilot. The planes could just be made to stay x-metes apart from each other at all times so they wont kill each other.
It's a good point to explore as I think the stealth meme is going to die out soon and as drones come more and more into the fray it's inevitable that overwhelming the enemy will come more and more a tactic.
