You've been fed a lot of nonsense dude. Dilation and steroid creams have worked well for many adult men. In fact, diagnoses of phimosis in children are generally false and based on a misunderstanding of foreskin development.

And your frenulum being too short is frenulum breve, not phimosis (although you may or may not also have phimosis too). This can be solved by a surgical procedure called frenuloplasty.
You probably think the head of the penis is the most sensitive part, the part where most of the feeling is. This is wrong. The ridged band of the foreskin, and the frenulum, are more sensitive than the head itself. The penis head is innervated like an eyeball--it's more sensitive to pain than pleasure.
Foreskin is valuable erogenous tissue, not just extra skin. You may have never even touched the head of your penis because you haven't exposed it. It doesn't feel anything near as good as the frenulum or ridged band.

Yes, that's normal, if we're talking about that kind of "sensitivity". The head is primarily innervated with a type of nerve ending called a free nerve ending. These sense coarse stimuli and transmit "sour" sensations associated with irritation. Even the predominant corpuscular nerve ending in the glans is ultrastructurally basically a tangled web of free nerve endings.
Whereas the ridged band of the foreskin, and the frenulum, have a great innervation with specialized nerve endings called Meissner's corpuscles, which transmit pleasurable tickling sensations in response to movement and gentle touch.
It's a whole different ballgame.
