That's simply wrong. There's multiple mods for Oblivion that either outright remove the level scaling or greatly reduce it so it's very subtle like in morrowind.

Skyrim is enjoyable if you turn it into an adventure survival simulator and just do what you want, with mods so you need to eat/sleep/drink/stay warm etc
