Yes they can. But like anything else an individual's capabilities is mostly dependant on their upbringing and education. If a black child is raised by two loving parents in a stable household and recieves a proper education chances are they're going to do well for themselves. Likewise if a white child is raised in a trailer park by two abusive parents and doesn't recieve an education, he's going to do horribly in society.
