I think he's just being excremely shrewd. He's not wrong when he proclaims that having nuclear weapons protects your national interests, it's the only deterrent against conventional warfare nations have - just look at west's recent wars: all against non-nuclear entities.

If you think about it, even if the Kims wanted peace prior to their obtaining ICBMs, the cards would be heavily stacked against them retaining power in any meaningful way because they'd have very little negotiating powers, DPNK is a poor country with few natural resources, they're a potential market for the west and that's about it. The Kim's dynasty would be as good as gone if they opened up their market, there would be an inevitable rebellion as their middle class developed and saw the world through a capitalist lens.

Now that they have nuclear weapons, they can now get round the table and negotiate getting rid of them (or at least for a guarantee that they won't use them) for an extremely favourable bargain, largely for various market protections that will limit the potential harm to their regime.
