The prerequisite nature of the levels is the only interesting or useful claim in the hierarchy theory, though, and that makes the less than perfect people obviously relevant.
Without the prerequisites, it becomes just an obvious list of nice things, some obviously more nuanced than others.

Reproduction is akin to survival in the long term, and I think that's the only way it makes sense for sex to be in the same basic category of needs as breathing. Masturbation doesn't help towards that end.
If the need for sex is instead seen as relief from sexual frustration, with masturbation being relevant, that seems vastly less dire and basic. Maybe prioritize that on the safety level, security from blue balls.
