The Roman Republic had no civil service, almost nothing resembling police, a single jail that was almost always empty and was mainly used for foreigners waiting to be ritually strangled, and no public prosecution of crimes (the distinction between civil and criminal law was virtually absent in practice and all prosecutions were undertaken by the crime victim and/or their patron).
Those government functions that required an actual organization (tax collection in overseas provinces, for example) were all put out to bid and completed by private organizations.

How do you reconcile the concepts of a state with minimal power and a population of slaves? Mainly by how you define who is and who is not a citizen. In the day-to-day and aside from large revolts, slaves are governed by their masters, not by police states. In fact, generally what makes you a slave is that your master has the protection of law as a citizen and you do not. This puts your master in a position where he (and his supporters, including other slaves) can use violence against you at will, and you can't use violence against him, under the law. That's all it takes, really. It doesn't require a massive state.
Hell, I probably am going back way too far for this example. In Colonial America there was next to no state infrastructure of any kind, and as certain historians never tire of reminding us, there was LOTS of slavery.
