that whole theory of relativity thing goes like:
a car is moving 50mph, and they throw a ball that travels 30 mph. To the car, the ball is 30mph, but to an observer, the ball is going 80mph.
if the car threw something at the speed of light though, the rate is the same for both the car and the observer, so light is faster than anything, and anything that isn't light can be perceived differently, meaning that the speed of light is a constant and time can be a variable.
