You can go sit at virtually any fast food place or store and use their internet.
You're not going to go through 50 pounds of rice in one month feeding just yourself, I can tell you that much. That's 1.6 pounds of raw rice and beans per day, which swell up when you cook them. And it doesn't even have to be plain, a bottle of onions sauce and a jar of garlic powder won't cost much and will make you appreciate your food far more than just plain rice.
Supermarkets throw away tons of good, usable food every day. When I was unemployed and had no income. I fed my family of four with what I found dumpster diving behind stores.

You're full of shit. If your income were low enough you would qualify. You can be single with no dependents. Just about anyone can qualify for food stamps and even if you're making $1000+ a month, you should still get the minimum of like $16 or whatever it is in your state.

For rice - ranch dressing and lawry's seasoned salt. A bit of garlic and black pepper. Mix according to your tastes and eat with bread.(scoop the rice mixture up onto the bred and eat a mouthful. Repeat) you'll thank me later, since rice is a sponge and soaks up whatever flavor you throw at it.
Learn how to make chili with your beans. The ingredients aren't expensive and there's tons of recipes on youtube.
You could easily survive 2 or 3 months of 100 pounds of rice and beans.
