You ARE kinda skinny fat, but you are also so tiny and frail that I would bulk first for health reasons. If you got down to below 10% bodyfat you might be in literal danger. You'd look like ghandi. Don't do that. Do a small bulk for at least 3 months before you lose weight. I'm serious. You're in not position to be cutting. You would become medically underweight if you're not already. It's bad for you in all sorts of ways. Research it if you don't believe me. Look up how close you are to being underweight (you probably are already). And look at how far into underweight territory you would be if you lost some bodyfat. You would like like a jew walking out of treblinka.
