i can grab the fat on my stomach when i sit down and have some small mantits but at the same time i have a strong, muscular back and at some angles look lean(er).

This is all because of my fat, bloated gut. Not sure it's even fat, really. Seems to be some inexplicable bloat that cannot be reduced.

Not even remotely accurate. For example, the man's "10-12" is actually around 6% and the "14-16" is actually 8-9%.

Ab visibility is almost independent of ab muscle mass because abs barely grow. Someone with no training whatsoever would need extremely low bodyfat for visible abs, but a professional bodybuilder would never get visible abs above 10% bf.

That looks about 10%. 9.5% could be correct but it does look more than 9.1%. Make sure you take the measurement correctly: just above the navel for the waist, without sucking in your belly. For the neck, it should be the base of the neck, with the tape going down a bit toward the front as a result.
Also hip doesn't matter for men, it's only used for the women's formula.
Finally, the test is just an estimate of body fat %. it is thought to be accurate to within 3%, but that's when taking into account disparity in fat distribution. It's probably accurate within 1% assuming your lower body isn't outrageously fat.
Those aren't manboobs, but you might need to get to and stay under 7-8% for a while for the nipples to tighten.

BMI is notoriously untrustworthy for bf%. Navy method is known to be the most accurate method outside water displacement tests.

well i have a set of scales at home which are meant to do body composition and they say more in the range of 22%
im not athletic, i havent exercised for 2 years so 15 is a bit low

What method do they use? If it's electric resistance, forget about it, it might as well be giving you a random number. They're good to follow progression but that's it. The actual numbers mean nothing.
15% is not athletic, it's the upper range of normal. It's average in american males.

they do say theyre only good for progression but its still a more reasonable guess than what the calculator gave

Don't trust bmi scales that just ask you to type in shit. It's probably close to that but it doesn't know what's muscle or fat. Go to a doctor if you're worried

If you're a woman it's indeed very low. However I still wouldn't recommend taking the number your scales give you seriously. You probably did some measurement error: are you sure you selected the female formula? Are you sure you measured each metric at the right place?
Other than that, you should consider air displacement or water displacement tests if you want an accurate first measurement, but that's pointless for the context of this thread of course.
