I think it's safe to assume that there are underground goverment facilities that have been experimenting with human cloning since 1996 or even before that. I mean the idea that everybody including russia and china are just going to say "yeah fuck it there's a law that prevents us from doing this so lets just forget about it" is ridiculous. Just the fear that a rival superpower would go forward with cloning investigation would be enough incentive for other superpowers to do it themselves. Who knows how far they've got with this already
