No. Pattiarchy is the rule of men and men only by virtue of being men. A patriarchy would rather have a shitty man in charge than a skilled woman. A meritocracy puts in charge whoever is more skilled. It does end in rule of predominantly men, but not ONLY men and not by virtue of them being men.

This is a dangerous and misguided ideology. There are people who think this way about you and would like to force you into a structure that you don't want to be part of, yet they claim you do and use this as justification to use force and coercion to make you do things you don't want to. If people are base apes like you say and want to be led, then simply letting them do what they want will end up in them seeking leadership and getting led. If they don't, then you were wrong and you just avoided becoming a tyrant.
