I'm sorry to disappoint but I just measured myself and I'm at 16 inches without a pump. it's probably just my muscle Insertions why it looks bigger than it actually is.

I can make my neck look big by tilting my head up and and pulling it back, but when it's relaxed it's not a thick looking

I already own a neck harness but it's better for extension than flexion.

Fighters traditionally used the neck bridge exercise to thicken the neck, but Jeff Cavaliere reckons this exercise is too dangerous.

I wrestled in high school, always had a decent neck but imo bridges (which we did all the time) only helped strengthen my neck for wrestling, I only added mass once I started doing high rep neck curls

Neck harness for extension:
Pick one:
3-6 sets of 6-8 reps with 25-45 lbs
3-6 sets of 20-50 with 10-15 lbs
Always follow this up with:
1 set of 75-100 with 10 pounds, increase weight by 2.5 pounds when you can easily do 125 reps
Superset whichever 3-6 sets of neck harness with neck curl for flexion
3-6 sets of 6-8 reps with 25 lb plate
or
3-6 sets of 12-16 reps with 10 lb plate

Do this three-four times a week, increase weights when it becomes too easy
