If you're skinny fat, or chubby like him in the OP -> always cut first then bulk.
If you bulk to begin with then you'll just look fatter, but you'll see your lifts going up so you'll be motivated to keep bulking and as a consequence become even fatter.
Cut first to gain definition and become lean then bulk afterwards. You'll feel a lot better not having a lot of fat to lug round.

In the first pic he is popping his stomach out as much as possible, so he's probably less fat than he looks, still fat obv, but not as much.
Huge attention to diet and consistent training is the secret, also time. The biggest problem that you might have with such a transformation is the huge amount of time you'd have to spend cutting. Fat doesn't go away really fast, to go from being a complete fat ass to having abs takes like 6 months if not more to get as lean as he did.

As somebody who ran 3 cycles of DNP, it's not worth it. If you really struggle you rather just run an EC stack. It's almost impossible to eat a lot of food on an EC stack so you're going to be better off + its easier. People don't seem to understand that all DNP does is increase your tdee by making your cells more inefficient. For example, if you were to eat at a 600 calorie deficit you would essentially be consuming 200mg of DNP everyday, the difference being that on the DNP you could eat maintenance and *still* have that -600. Even if you up the dose to the 600mg territory, you're looking at a free -1400 calories, which yeah is awesome, but at that dosage you feel like hell. You only live to pass time, you'll count the hours until your 21 days is done. Not only that, but you get crazy carb cravings

Personal preference, but it's not some magic pill, you feel like you have the flu, and for what? An extra 1000 calories burned a day? I honestly rather do 500 of cardio and eat 500 less, or even eat 1000 less. My 2 cents
