If you know how to draw with a tablet like Bamboo, you can draw pretty well right away. I have drawn some stuff with a mouse that I think was okay by my amateurish standards. Basically if you don't suck at drawing with a pen and paper, you won't suck at digital art. But if you haven't drawn anything since you were a kid, I suspect you'll be somewhat disappointed to discover that your skills as an artist may not be as great as you remember them to be. Being a talented artist for a kid is nothing like being talented by adult standards. Anyway, I'd recommend looking around sites like deviantart.com for tutorials on drawing with brushes. They have tons. Pic related is one example.
As far as making gifs go, yeah, you could make something like that. There are probably better programs for that, though.
