Becuase biologically females are in their prime at 16 and are finished puberty.... The whole "she must be 18 to have sex!!!" Thing is very modern and mostly an American thing. Some states in the U.S have it at 16 but most states with high populations like CA or FL have it at 18. Even in the states where it's 16 it's still frowned upon if you're 20+. In reality the aoc should be around 14-15.
