Everyone progresses. Low responders depends what you mean by low but it would have a normal distribution like almost everything in nature. By far everyone will be around average. Some, maybe 10% respond significantly better or worse than average.

Very common. Most guys I know are low responders. Realized I was a responder when I was recommending push/pull splits with one day off a week to beginners saying “it worked great for me”. I don't think such a thing as "low responders" is common.
I think it has to do with nutrition, sleep, lifting program and RANGE OF MOTION.
If you don't do the full range of motion of the exercise you won't get as strong as you would if you did full rom.
This is something i learned the hard way after benching, squatting and deadlifting with shit form for a long time and ended up developing impingement

Hate to say it but mesomorph meme. Having a short tendon in your bicep, along with a lot of other things, makes workouts more productive. Also if you haven’t noticed progress in 2-3 months then you’re not a responder, they all get in good shape super fast.

Complete non-responders are rare, but they do exist. Most people who think they can't gain muscle aren't training/eating properly and/or are being impatient.

Usually it's people with a fair amount of fat mass because small changes, even a few pounds of muscle are easier to see when you are very lean whereas some fat people can gain 20 pounds of muscle and look the same. Anyone who thinks they can't or can barely gain muscle should get as lean as possible and then lift for six months at a surplus while keeping close eye on their body fat. If they have still not gained any muscle, it's time to look into hormone levels.
