In my honest opinion, yes it should be, in the interests of public health and safety alone.
I think we should have a threefold tiered system of punishment:
- For a first offense, I think there should be a choice between medication/treatment/therapy and being included on a register for sex offenders for a period of 5 years OR 6 months in prison and inclusion on the sex offenders register for a period of 5 years
- For a second offense I believe there should be a mandatory 12 month prison sentence including non-optional treatment/medication/therapy and inclusion on the sex offender's register for a period of 10 years
- For a third offense I think there should be a mandatory 2-3 year sentence (dependent on behavior), non-optional treatment/medication/therapy and inclusion on the sex offenders register for life
I would suggest just hanging them for the first offense, but this is the modern age, I don't know if such primitive techniques can really be adopted by a civilized and modern society.
Perhaps during times of war hanging would suffice.
