Here is my routine and I never get razor burn: 1. Wash face with warm-hot water for 5 minutes to soften the grain.
2. Apply shaving cream to my face ( I like the gel from Nivea)
3. Shave with the grain and then shave against it. Every 4-5 strokes while shaving against the grain I wipe the blade and keep it dry( not rinse the blade! Otherwise applying water to shaved areas will cause irritation)

What you think is “with the grain” for the rest of your face and neck, may not be for your problem areas. I fixed this by shaving the opposite direction on the bottom of my neck. I’ve been shaving my head for 6 years. This is my routine currently:
I shave in the shower. I use a Merkur 34C razor load with Astra Superior Platinum razor blades. I use red Gillette shaving cream. I used to use proraso, but honestly the gillette is bretty good for me. Shave WITH the grain on your head. The weight of the razor alone should be enough pressure to shave with. I start with the top of the head going back to front. Then do the sides of your head, starting at the temple and shave top to bottom. For your face, do three passes. 2 with the grain, one across (90 degrees, NOT against the grain!) the grain. From here, get any spots you missed.
Finish with aftershave. There are many types of aftershave, but Aqua Velva is my favorite as it prevents razor burn the best. It does have a scent, but it fades to nothing after 30 minutes.

DE razors are a OK, but I've had equally good or better shaves with even a 2 blade disposable like a blue II. ultimately it's just a tool; how you use it is more important than the tool itself. Like some here have already said, shave in or just after a hot shower. Make sure you wash your face before shaving as dead skin can cause drag and irritation. creams/foams/gels all serve the same purpose so don't get hung up on that stuff. Shave with the direction of growth, this won't always be straight down. Use light pressure.

Wash with warm water to open the pores

Nothing has fixed it yet, but my best results have come from the following: super hot water on neck and face for 2-3min, use cremo shaving cream (more than they recommend, well lathered, use brush), safety blade with fresh razor (2-3 times tops), dry blade thoroughly when done, wash irritated area with antibacterial soap, use nivea post shave balm for sensitive skin.

Safety razor, my man. Use a pre-shave oil before and afterwards some moisturizer (before you apply the aftershave, if you're using any). Blades are super cheap, which is a plus- be sure to get a blade bank.
