Rome probably both cities are kinda shit now, but Rome seems to be less shitty
I forgot to mention, I'll end up having to learn whatever language of the country I study abroad in, since the university encourages it for whatever reason. I do think Rome seems nicer, but wouldn't German be more useful to know?

Germany was pretty nice when I was there a few years ago. It's mostly just the Anglo countries that actually suicided.
In terms of safety both have pretty simular homicide rates, in 2016 Berlin's was 0.8 per 100,000 people and Rome's was 0.9 per 100,000. Rome is cheaper, a kilo of apples in Rome is 1.99 EUR while it's 2.55 EUR in Berlin, though petrol would probably be more important if you drive, that is 1.55/litre in Rome and 1.37 in Berlin. Internet seems to be the same price. Public transport is far more expensive in Berlin though.
Honestly Rome seems a bit cheaper, but the unemployment is pretty high and there are a lot more beggars and theft in Rome in my experience (though I went to Munich in Germany I'm just assuming Berlin is just a busier version of that)
You speak English and English is in the same family as German so learning German may be easier. Take warning though, both languages have such thick dialects no matter where you go, you'll probably communicate mostly though hand gestures and facial expressions if you travel out of the cities.
Do French count as Mediterranean or Germanic? I've always thought they were the former, but I never see them mentioned by Med supremacists.

Kinda a hybrid. Basically they are just a mix of Germanic tribes called the Franks and roman settlers. They spoke Latin, but made a kinda creole language out of it and France didn't really exist until long after Charlemagne's death.

It probably wouldn't matter much in my case, I also have Scandi blood.

Why these 2 cities? northern Italy is much better for university, I don't know about Germany but I know the uni in Rome was shit, at least the main one, there're like 4 universities with the same name. The one I went to was so disorganized, the lessons schedule was a pain in the ass to keep up with, you had to change building like every other day, there was no predefined order, then you had to change classroom every hour too, if you don't have acquaintances who already know how it works, it's not a good experience, if you need to attend prep school is even worse, then you've to find a cheap place to live as well, if you don't live near the uni and go byu car, you're gonna deal with several hours of traffic every day if you don't know how to use or move around the tram system and the subway, there is a traffic light like every 50 meters, I quit after 6 months. Also if you're Albanian, most likely everyone will think you're son of illegal migrants because Rome is full of Albanians who arrived in Italy illegally through boats in the 90s.

Yeah Romans only got as far north as the Friesland area. Even than they almost never mixed with Germans if they could help it, with a few exceptions (leading us to places like France and Switzerland). If anything I really don't know why racial supremacist like Romans that much, they more closely identified with Anatolians (as that's where Aeneas was from) and even a couple of African groups more than most German and Celtic groups.

Yeah but Germans mixed with Asians produce origami scarf-waifus so German genes are just naturally weak as hell. I hear it has something to do with most German mutations being less than a few thousand years old (light eyes, boxed head, etc) but for every one Roman who slept with a German woman in the day there are probably a hundred or so of those Romanized Germans.

I'm ethnically Albo, but I was born and raised in Burgerland. Amerimutts think I'm Norwegian, since I'm tall, have fair skin, and blonde hair, but maybe actual Europeans will easily spot me as being an Albo?

Sadly true, Africans and gypsies aren't even the main reasons (still two of the reasons tho), roads are shit, because muh san pietrini historical heritage cannot be replaced even if they create a grand canyon in the middle of a square, prices are high as fuck if you go to a cafe or similar places to eat a sandwich, just to mention one, mcdonald's sandwiches cost from 8 euros each and more, yeah you get the fries and beverage but that's all, it's a rip off. Unless you live in the countryside, even normal food like pasta, sausages and cheese is expensive, if you do live in the countryside then you've to wake up 3 hours before the lessons start because otherwise you're gonna be late, there is just too much traffic and the train stations from the countryside are few so you've to find the nearest one, assuming you aren't so lucky to live near one.
Roman here. Go to Berlin, unis here kinda suck. But if you go here don't see the historical sites. They're tourist traps at this point. If you want historical shit walk around outside Rome you'll find something cool and cheap.

Germans originally come from Scandinavia. DNA tests can't accurately tell apart North-Western European ethnicities even though they claim to. They all cluster on top of each other.
