Lead exposure in a child can drastically reduce intelligence, empathy, and emotional control. They make poor decisions, and can't think of the future. They don't perceive other people as human and think nothing of harming them for a short-term gain.
There are efforts to clean up low-income housing and stop this problem from affecting future generations, but many activists decry it as "gentrification" and that we are "destroying neighborhoods" by renovating these buildings.

I have become convinced that one of the main purposes of traditional conservative values is to keep low IQ people functional and decent. Religion used to make working class people godfearing, hardworking, humble, frugal, modest, sexually restrained/modest and able to defer to legitimate authority. I feel like in the mid 20th century the middle classes in this country decided that they were too clever for all those values and liberalised society. The result was to create a class of dysfunctional, ugly, stupid and lazy people without any direction or self-discipline.

Vietnamese and Thai people are probably about average, but many of the people coming here are mail order brides and such, which is closer to a general average of the population.
