Pretty much yeah. It's the amino acid profile. You can only use or absorb a certain concentration over a certain time, and some profiles are easier to produce by bulking in a greater than needed quantity which you don't end up absorbing.
Quality typically refers to the amino acid profile and the quantity of bulk and useless protein complexes the powder may or may not have. Surprisingly the more expensive the powder the worse it gets (all the money goes toward sponsorships and marketing I guess, so they bulk it with bullshit to make mass and sell it on).
