It's certainly part of it, yes. There's this age-old debate of "nature versus nurture", and I think it is of the utmost importance with these kinds of matters. First of all, boys tend to be more impulse and deal with their frustration externally, that's a scientific given. Second, yes their environment also has some responsibility in the way they grow up. But you can't just blame an "irresponsible generation of males" on society giving them a free pass, since it's absolutely not the case.
