Pretty good game.
Sniper elite 3 and 4 was really fun if you enjoy a more tactical shooter. I recomend hardest difficulty too.

Prebuilts can actually be cheaper these days, since the crypto bubble has inflated the price of graphics cards.

I personally enjoyed Insurgency quite a lot
Try Day of Infamy (basically Insurgency with WW2), it's not that 'high end' but it's still pretty funny with decent graphics.
Also try Squad or Post Scriptum (with WW2), these require a better PC. They're pretty nice, but not so optimized.
Theres a Bethesda sale on at the moment i would recommend picking up some of their games.
If you don't like mindless shooting you would probably like Fallout new vegas or an Elder Scrolls game.
Pubg, csgo, insurgency, Rising storm 2 and Day of Infamy are all pretty fun multiplayer games.
I picked up Dead cells recently but haven't played it yet, heard that was good.
You should just check the steam store and look through the specials and tags to see what you want.
