I thought it was supposed to mean girls with a nice athletic body and just a tasteful amount of fat in their butt, thighs, etc. For instance I thought pic related was thicc. But a lot of people would probably consider her skinny by their standards of thicc.

Fat (or as we call it, 'phat') is necessary for thiccness. But where the fat is located is what draws the line between thick and fat. Fat must be in the thighs and ass to be thicc. Some can be in the stomach but it has to be mostly in the ass. When too much goes to the stomach, you get into 'shame thicc' territory, as in "she would still be thick if she lost some weight, but it's a shame what shes doing to herself"
