This is literally impossible. If the answer was 25% chance as it would be in other 4 answer multiple choice questions, then the real answer would be 50%, but if that's the case then the chance would be back down to 25%. It's obviously not 0% because if that were the case then it would be possible to get it right by picking at random, making it 25%. There is no correct answer.

However it also doesn't say anywhere that you have to answer the question, so not answering, is a valid answer according to your interpretation of the framework of the question
Also it says nowhere that you have to assign equal probabilities while picking a letter at random, which makes the answer even more ambiguous, for example you could assign 12,5% to A and D respectively so they are both accurate answers without contradiction, or you could assign 50% to B and it would be correct
So the answer all depends on your interpretation of the question
change D to something not mentioned before, like 30%, or change it to 50%. If both B and D say 50% there will indeed be a 50% chance of getting it right. If you, on the other hand, change D to 30% then A will be the only right answer, with 25% chance of getting it right.
You could also change A, then D will be right. Or you could change C to 50%, which will make both B and C right answers.
