I can't think of a single positive quality in Uther's entire character. He isn't smart, he isn't capable, he isn't devoted, he isn't morally righteous, he isn't a good leader, he doesn't even understand how to discuss critical issues. You might argue he is at least strong, but strength means nothing when you are too retarded to utilize it properly.
