We reccomend just getting a gun that isn't too expensive to repair or get parts too, else it may be hard to have it repaired and you'll have to use a gun in our armory, or just use a company made gun. Don't worry, you don't have to pay for repairs to guns, we will not replace your gun or equipment if it is irreparably damaged and too expensive, only if it us irreparably damaged. 1/2

Keep the land and lease the city back to Ethiopia for modest sum and time after which it will officially annexed by Ethiopia, a reverse Hong-Kong of sorts. Annexing cities as a non-state entity would attract undue attention and reprisals. Do however develop military installations in the empty land to project influence in the region, the red-sea is pivotal in world maritime trade and the unstable Somalia right next-door could provide lucrative opportunities. Keeping Ethiopia happy should be the number one diplomatic priority.
The Ethiopians don't have a navy, we could leverage that as a way to maintain peace somehow, like offering to take over their naval operations in lieu of them wasting money trying to build an entirely new one.

Bruh, the navy would easily take up 99% of the budget. For reference, Spain, a first world country with a large navy recently had to deactivate its main carrier and now only has a single Helicopter/VTOL carrier. Only Russia and the US Navy field cruisers in this day and age. Most countries buy their submarines from the major naval powers (Russia, Japan, not the US because they only use nuclear powered ones and those are too expensive for most countries) because developing ships is expensive as fuck. To have 2 carriers, even if only DDHs or LHDs, FIVE cruisers, 5 frigates, 2 destroyers, etc, is impossible unless A: you are a substantial country with a big GDP needed to fund this shit B: You field WWII shit like Argentina did during the Falklands war (General Belgrano was a 1930s light cruiser) Also, usually a Frigate is understood to be weaker than a Destroyer, so why do you have 5 CGs, 5 FFGs, but only 2 DDGs?
