Circumcision scars aren't always up close to the head of the penis. Sometimes they remove mostly skin from the penis and turn the mucous membrane of the foreskin inside out, so it looks like half or more of the penis was sort of burned or something. That's called a "high" circumcision that leaves the scar like halfway down the shaft or closer to the pubis.

With the really high cuts you pretty much always get pubic hair growing very near the scar because the scar is like right at the beginning of your penis.

btw, they also sometimes remove the entire frenulum, and usually they remove the total ridged band too. The skin they take is both shaft skin and outer foreskin.

I don't have a photo on hand but I saw this guy whose penis had virtually zero true skin on it. It was just the remnant of what used to be the smooth lining of his foreskin, turned inside out to cover his shaft. It was all reddish and honestly kind of hurt to look at.
