What it really is about is power.
In today's society Power=Social capital and ability, you can get anything if you can talk the talk.
Active Shooters are pretty much always socially awkward, and a majority of times sociopaths.
What happens here is that yes, they find themselves ostracized due to social failure (which enables bullying as a form of peer correction), most of the time won't understand what is even being requested of them, and from there they will close up.
After a very long period of solitude, and seeing no alternatives, they will lash out like the cornered animals that they are.
None of these processes are that nuanced, and bullying is a deterrent, not a cause like nancy on CNN would like you to believe

If you had made a case that school shooters want control over their own lives, sure, but power? As for bullying being a form of peer correction, fuck no, it has and never will be an effective form of peer correction. School shootings are not a growing phenomenon, rather they are decreasing, you see more about them on the news mainly because they are being reported on more frequently, and by news stations which have a political agenda in terms of gun control, it's been shown that reporting on school shootings actually increases the chance for copycats.
