The main defensive strategy of the Soviets was to hold up enemies at the Polish Funnel chokepoint. They werent expecting an attack by the Nazis so the nazis were able to make it past that defensive barrier, after which its open plains and steppe that are militarily indefenisble. Even if the Soviets had a functioning army at the time it wouldnt have made much sense to have your defense there. They were more or less forced to allow the Nazis to march all the way to the cities and defeat them in urban combat as they would have gotten slaughtered if they fought on the plains.
