I think it's a misconception, assuming that perma virgins are virgins because they don't actually like people and are happy being single thus not deserving a gf because if they wanted one they would have had one already

I think the word deserve is a bit problematic, but I would agree that you have to have something to offer whoever you want to date. If you are a total loser with no prospects and no money, why would you expect anyone to date you? You dont need to be some kind of turbochad or anything, you just need to have something going for you. I didnt get a gf until I was 25, and at the time I weighed over 300 lbs, worked in a warehouse and was poor as shit, but I had steady employment, lived on my own and was back in school so she was willing to give me a chance. If youre trying to make yourself a better person its much easier to attract women, dont just expect them to love you for who you are if youre a piece of shit.
