If you wanted really cheap, you might be better off buying a cheap shotgun like a Maverick 88 and loading it with slugs. The highest rating soft body armor can stop slugs from penetrating, but the kinetic energy would probably still have a fair chance of killing them and definitely incapacitate them. SWAT have hard armor inserts so you'd have to aim for the head. Shotguns of course are slow to reload and have low capacity, plus the ammo itself is heavy and expensive, so that's one reason to consider something else. Of course, all of that money would be better spent on visits to Freudstein so they can safely resolve their desire to kill police instead.

you want to use explosives, if all you care about is killcount (and maybe getting away with it, atleast for a small time)
if you want to use guns, the most important thing is either acurracy and speed (one hit one kill no luck just skill) or volume of fire (shoot so much you are bound to hit most targets)
for the first approach a smg and pistol would be ideal, maneuverable, decent amount and powerful enough ammo, literally designed for being used at short ranges in small, cramped spaces. shotgun also a decent option if you have good aim.
for the second approach you are kinda fucked, you need to get an automatic weapon of some sort, which is kinda hard. you would also need to position yourself in a place where you can shoot at the group of people ,you cant get bumrushed or surprised, and hopefully cant be reached by snipers. you'd also need to get people to group together, so you can shoot at the mass, rather than individual targets.
but then again, bombs are superior. you can kill far more, destroy buildings as well as people, and maybe even escape or at least see peoples reaction.
