To be fair, seeing people 7/10+ out in public is rare. The users are strict but most of them follow the 1-10 scale more accurate than any other community.

If 5 is average, 4 would be slightly unattractive and 6 slightly attractive -> 7/10 = a normal attractive person. They aren't that rare.

I think what happens is that some people are using a highly exaggerated normal distribution that clusters most people between 4.5 and 5.5. That means that the cutest girl in your high school was a 7 and the cutest girl at your college was a 7.5.
I on the other hand drop 10% of the population into each bucket, so that 1 out of every 10 women in the 16-30 age group is a 10, and 1 out of every 10 women in that age group is a 1. When you do that, a 6 is slightly attractive.

It depends. You shouldn't take ratings from people online too seriously. Take this from someone who used to post his own pics all the time for ratings while also rating others. Some of them are trolls trying to get you to kys. Even when they're not, everybody has their own scale that they follow. It is hard to be truly objective when it comes to looks unless you are very attractive or very ugly. Either way, if you obsess about you will develop body dysmorphic disorder which is what happened to me and several of my friends from the lookism communities.
What convinced me it was bullshit was when I started experimenting with Tinder pictures. I was consistently rated about 5 PSL which is not bad, but basically a normie. According to that scale, I should have a few matches a week. For a while this was true for me until I started taking high quality pictures of me in nature and doing social shit. Now I'm getting definitely 30+ matches a week, sometimes with very attractive women. and I am able to get a few hookups a month just off dating apps.
