Reisen. Sure finding pictures of her that isn't just plain vanilla is hard but I am able to use my imagination. The only next most popular Reisen appears in is bondage pictures that thankfully arn't that heavy most of the time. I like bunny girls but she was the first one I saw. What is interesting is that it seems some people do their homework on her. I seen a bit of porn of Reisen getting raped at rifle point cause of her being in the military before. I seem it enough times to consider it a common fantasy with people who do like the more forceful stuff.
Reisen like other touhous come in some different flavors of personality. The cute or bad ass which I like either or depending on my mood. Unlike the other touhous she is often drawn with big enough boobs and is a surprise if she is drawn with something smaller. Nothing is a bigger disappointment though if she dosn't have a bunny tail. She isn't stupid and knows how to fight. She is even level headed compared to most. Reisen claims she isn't a moon rabbit anymore but she will always be a moon rabbit to me. Can't run from your past. It does seem like there is an intended long running arc with the moon war and Reisen and the rest of the gang. Problem is it feels just like background stuff with ZUN wanting to do other things. It keeps being brought up now and then but nothing major happens until around touhou 15. Even with that it didn't feel satisfying or that the arc over. I may just be tired right now but I can't think of a bigger, running arc then this and have it feel minor.

It's just something that feels like it deserves more attention but just isn't getting that. Though I like to think ZUN still has something in the works but of course wants to work on other things before that.
Either that or I can be completely wrong and 15 is the last time we get anything about it.

Although it feels unfinished I think thats how its going to be. I know touhou doesn't have a grand story but almost every other one feels more finished then this one. Even if you say not everything has to have a clear finish it could still use more "meat". You got set up but not a lot of information. The most we got was when Remilia and crew went to the moon and in touhou 15 when they declared war on earth.
Most of the story and even character development you get is from other supplements and not from the game itself. As much as I love touhou my biggest criticism is too many characters and it feels all over the place because of this. Too much to focus on too little time. Even discounting minor characters that only appeared once you still got a huge host of characters and their storys and one guy doing it all, all while having to make something new for the next installment and direct sequels aren't really a thing. The only good thing to come from this is the fandom took this into their own hands even making alternate universes and personality's to focus on the storys and characters they want.

The vastness of the series is both a blessing and curse at least if you're invested in any semblance of a story. Since as you said there's so much going on there's hardly any chance to really focus on anything in particular.
