Similar statements for other sex crimes, e.g. sex with minors exists. The Bill has a broad scope, i.e. one could argue that pic related falls under it.
Large IT companies, like Amazon or Netflix, wanted this bill. Critics say they are better equipped to fend off lawsuits and have the resources to effectively filter relevant content. This could help them to consolidate the market. The ACLU criticized the bill too. Despite that President Trump said "This is a great piece of legislation and it's really going to make a difference."
Steam is banning games in accordance to the bill right now, examples include the catholic school visual novel "Hello Goodbye" (It's good!). Also, they are going after games that feature suggestive themes where the characters are in high school (or younger). This includes almost all visual novels.

The laws have stated that any sexualization of any characters under the age of 18 is illegal, for the most part. So if they sell games with blatantly under aged characters having sex that should have always been illegal. This has applied to art, I get it though. While the old laws should have covered this it probably just makes it easier for websites to ban this type of content without getting some crazy lawsuit slapped on them.

Honestly, who cares about VNs on Steam? If VNs were multiplayer and all and relied on Steam in similar ways CS:GO and Dota do? Fair enough. But that's not the case. Nothing of value is lost from having them gone from Steam. People who published their VNs on Steam will just publish them elsewhere. If anything, this keeps the normies at bay, and shields VNs from the (admittedly weak) possibility of them becoming mainstream.

Several developers complained that they made great efforts to show that the characters are 18+, but they still got blocked.
